Application of the luminosity-volume test to a complete sample of quasi-stellar radio sources selected at 1400 MHz gives mean <V/Vm> values of about 0.70 +- 0.05 for both the steep ({alpha}> 0.5) and flat-({alpha} < 0.5) spectrum sources. In view of this finding, it may be premature to conclude that flat-spectrum quasars do not take part in the cosmological evolution of powerful radio sources.
