Ostriker (private communication) notes that the _b can be constrained to a factor of two of that derived from SBBN using low D/H by the requirement that these baryons make galaxies. Semi-analytic models can also address the distribution of baryons in temperature and the total required to make observed structures (Frenk & Baugh, personal communication).
